| [In 1998, the law on strengthening solidarity in statutory health] insurance was enacted, while in 2007 the law was enacted to strengthen competition in the statutory health insurance. It should be noted that competition aims at playing off market participants from the same market side (the competition has a decolorizing effect). At the same time, competition aims for more effective and efficient care (thus strengthening solidarity).
