Unter Gesetzen versteht die britische Rechtsterminologie nur förmliche, von der „Queen in Parliament“ erlassene Acts of Parliament oder Statutes.361 Die „Queen in Parliament“ ist der britische Gesetzgeber. Sie verkörpert die Trias von Commons, Lords und Krone, deren Zusammenwirken und Konsens seit altersher für das rechtswirksame Zustandekommen der englischen Gesetze erforderlich ist.362 Lord Coke führte hierzu im vierten Teil seiner berühmten, erstmals 1641 erschienenen363 „Institutes of the Laws of England“ aus: „There is no Act of Parliament but must have the consent of the Lords, [sic!] Commons and the Royal assent of the King, and as it apeareth [sic!] by Records or [sic!] Books, whatsoever passeth in Parliament by this threefold consent, hath the force of an Act of Parliament.”364 361 Vgl. Anmerkungen Vollmer wird in Fn 366 genannt. Bei Vollmer fehlt in dem Zitat von Coke gegenüber der zitierten Originalschrift vor dem Wort "Commons" das Wort "the". Die untersuchte Arbeit enthält dieselbe Auslassung.
